Tuition and Fees

Subject to change by the Washington state legislature and/or the Skagit Valley College Board of Trustees. All students pay a Student Technology Fee of $5.00 per credit ($40 maximum), a Student Self-Assessed Fee of $1.50 per credit ($15 maximum), a General Fee of $3.50 ($59.50 maximum) and a Technology Fee of $10.00 per credit.

Tuition Payment Plan

A Tuition Payment Plan allows students to make payments on their tuition over the course of a quarter.  Students must make a down payment of 40% of their tuition and a $30.00 processing fee.   For more information contact:

State Support of Higher Education Students

The average total cost to educate each Washington state resident full-time community and technical college student for the 2015-2016 academic year is $7,126. Students pay an average of $3,056 for tuition. The remaining $4,070 is paid by state taxes and other funds from the state of Washington’s Opportunity Pathway. The costs shown are approximate. The actual tuition a student pays each quarter varies due to credit load, residency status, and other factors. Fee Changes (2017)

The Skagit Valley College Board of Trustees approved several fee changes on June 13, 2017.   The Board of Trustees also approved a small increase in the Services and Activities portion of SVC’s tuition.

These fees will go into effect Fall Quarter 2017 which begins on Sept. 18, 2017.

  • Adult Basic Education/ESL

    $25.00 per person per quarter (An ABE/ESL tuition waiver may be granted – see Registration for eligibility.)

    Veteran Waiver

    A Veteran who is a Washington state resident, honorably discharged, and served in a war or conflict may be eligible for a 20% tuition waiver. For more information contact the Veteran Affairs office or the Registration office.

    Unemployed or Under-Employed Residents

    Unemployed or under-employed people may register for open classes on a space-available basis on or after the first day of the quarter without tuition charges. Fees attached to coursework will be charged accordingly. You are eligible if you:

    • Have lived in Washington for at least 12 months.
    • Are 21 years of age or more.
    • Have not attended college in the past six months.
    • Are not receiving or eligible for unemployment compensation. Proof that you are not receiving or eligibile for unemployment is required and may take over 48 hours to receive from the Employment Security Department.
    • Have a combined monthly household income of below $1,254 for a one-member family, $1,587 for two, $1,959 for three, $2,312 for four, $2,664 for five (call for amount for additional dependents).
    • Have been or will be unemployed for six months prior to the start of the quarter.

    Penalties

    Tuition and Fees are the student's responsibility. Failure to attend a class does not constitute a course drop. Students who do not officially withdraw will be assessed full tuition fees, and refunds will not be made. Requests for late drops will not be granted simply because the student was unaware of the policies, or failed to submit a drop form.

    In the event of non-payment, the college may pursue the collection of amounts due as allowed by law, and will add collection costs to the amount due. In the event of a disagreement about payments due, you may request an informal hearing with the Registrar.

    *Credit and Course Fees

    Here is a list of the general fees that most students pay. Each has a purpose and contributes to the quality of education provided at Skagit Valley College.

    Student Technology Fee--$5 per credit up to a maximum of $40 per quarter

    This is a student-controlled fee that pays for student-use technology such as computers and staffing for general computer labs, student e-mail, and other emerging technology enhancements.

    ASSVC Self Assessed Building Fee -$1.50 per credit up to a maximum of $15 per quarter

    Funds collected from this fee pay for student facilities at the college including the newly remodeled Gary Knutzen Cardinal Center building on the Mount Vernon Campus and improvements to student facilities on the Whidbey Island Campus and South Whidbey and San Juan centers.

    General Fee--$3.50 per credit up to a maximum of $59.50 per quarter

    In exchange for paying this fee students receive placement testing as they enter the college, unlimited transcript requests prior to and after graduation, a yearly parking permit decal (MV campus) and parking maintenance of the district's owned parking lots at Mount Vernon, Whidbey Island and San Juan Island.

     

    Technology Fee - $10.00 per credit. 

    This fee pays for technology related costs such as:  classroom technology and laptops; academic software licenses; technical assistance for students; instructional design and programming; and classroom, faculty, and staff computers.
