Tuition, Fees & Policies
Subject to change by the Washington state legislature and/or the Skagit Valley College Board of Trustees. All students pay a Student Technology Fee of $5.00 per credit ($40 maximum), a Student Self-Assessed Fee of $1.50 per credit ($15 maximum) and a General Fee of $1.00 ($17.00 maximum).

Veteran Waiver
A Veteran who is a Washington state resident, honorably discharged, and served in a war or conflict may be eligible for a 20% tuition waiver. For more information contact the Veteran Affairs office or the Registration office.

Active Duty Military & Military Dependents
Same as resident fees.
Discharged Military Personnel & Dependents
Same as resident fees. (This waiver is good for 12 months after discharge.)
Unemployed or Under-Employed Residents
Unemployed or under-employed people may register for open classes on a space-available basis on or after the first day of the quarter without tuition charges. Fees attached to coursework will be charged accordingly. You are eligible if you:
- Have lived in Washington for at least 12 months.
- Are 21 years of age or more.
- Have not attended college in the past six months.
- Are not receiving or eligible for unemployment compensation.
- Have a combined monthly household income of below $1,131 for a one-member family, $1,431 for two, $1,767 for three, $2,085 for four, $2,403 for five (call for amount for additional dependents).
- Have been or will be unemployed for six months prior to the start of the quarter.
Senior Citizen Audit
People 60 years of age or older, who have lived in Washington state for 12 months or longer, may enroll in a maximum of two classes for a $5.00 tuition fee where there is space available on the first day of the class. Classes are subject to a $5.00 per credit technology use fee and a $1.50 student elective fee per credit.Self-supported classes or classes with special fees are not included in this category.

Course Materials & Supplies
The National Association of College Stores reported that the average full-time student spent about $850-$950 for books and supplies in the 2006-2007 school year. Most colleges in the U.S. are semester schools whereas Washington schools are primarily quarter schools and students purchase books at least 3 times per year instead of twice per year. Therefore, we recommend that full-time SVC students budget about $350 per quarter. If you are taking courses concentrating in Mathematics, Sciences, Nursing, or Engineering, it is recommended that you budget $450 per quarter.
Some courses like Art or Electronics may not use a specific book in a course, but will use other supplies instead. Typically, these cost about the same as a set of textbooks for a course. Programs like Nursing, Culinary, Medical Assisting, Firefighting, and others require students to purchase uniforms. Some programs like Marine Technology, Automotive, or Welding may require additional tools. Cardinal Bookstores can supply most of the required materials.
Cardinal Bookstores try to help you save money by offering used textbooks. They also sponsor book buybacks at the end of the quarter. Used books save you 25%. Book buybacks can return up to 50% of the cost (depending on reuse, demand, condition, and other factors) to you.

Penalties
Tuition and Fees are the student's responsibility. Failure to attend a class does not constitute a course drop. Students who do not officially withdraw will be assessed full tuition fees, and refunds will not be made. Requests for late drops will not be granted simply because the student was unaware of the policies, or failed to submit a drop form.
In the event of non-payment, the college may pursue the collection of amounts due as allowed by law, and will add collection costs to the amount due. In the event of a disagreement about payments due, you may request an informal hearing with the Registrar.
*Credit and Course Fees
Here is a list of the general fees that most students pay. Each has a purpose and contributes to the quality of education provided at Skagit Valley College.
Student Technology Fee--$5 per credit up to a maximum of $40 per quarter
This is a student-controlled fee that pays for student-use technology such as computers and staffing for general computer labs, student e-mail, and other emerging technology enhancements.
ASSVC Self Assessed Building Fee -$1.50 per credit up to a maximum of $15 per quarter
Funds collected from this fee pay for student facilities at the college including the newly remodeled Campus Center building on the Mount Vernon Campus and improvements to student facilities on the Whidbey Island Campus and South Whidbey and San Juan centers.
General Fee--$1 per credit up to a maximum of $17 per quarter
In exchange for paying this fee, students receive ASSET and COMPASS testing as they enter the college, unlimited transcript requests prior to and after graduation, and graduation regalia and diplomas.
eLearning Fee--$20 per eLearning and/or hybrid course up to a maximum of $40 per quarter
This fee subsidizes the cost of the software licenses necessary to offer courses in online formats. It also pays for the cost of on-ground, online, and telephone support for eLearning students.
