Professional Licensure and Out of State Students
Professional Licensure and Certification
In accordance with federal requirement 34 CFR 668.43(c), Skagit Valley College is
committed to providing public and direct program licensure disclosure statements to
prospective and current students. This ensures transparency and helps students understand
the educational requirements for professional licensure and certification in various
programs. This disclosure does not provide any guarantee that any particular state
licensure or certification entity will approve or deny an application.
Skagit Valley College is a participating member of the State Authorization Reciprocity
Agreements (SARA) through the state portal entity, the Washington Achievement Council.
SARA establishes national standards for interstate offering of postsecondary distance
education programs among member states.
SARA requires direct disclosures of professional licensure or certification information
to students based on their location. Skagit Valley College determines the location
of students based on the information provided at time of application. Students should
consult with their program chair on the impact of a relocation on their licensure
or certification requirements. Should a student choose to relocate prior to completing
a program, an updated address must be provided on the student's ctcLink account. Until
this update has been made, Skagit Valley College will not consider a student to have
relocated.
Licensure requirements vary by profession and state. Skagit Valley College programs
leading to licensure and/or certification, whether delivered online or face-to-face,
satisfy the academic requirements for those credentials set forth by the state of
Washington. If you reside outside Washington and are considering a licensure or certification
program, you should contact your home state’s licensing board before applying to Skagit
Valley College to ensure the program meets their requirements. While SVC works to
ensure this information is up to date, changes in licensure requirements can change
at any time. Additionally, while progressing through any of these programs, SVC recommends
that you check licensing agency requirements regularly to monitor whether they have
changed in a manner that impacts your licensure plans.

Student Complaint Resolution Process
If you are taking SVC online courses from outside Washington state and you have a
complaint about the accuracy of the information the college has provided, you may
file a grievance.
As a first step, please follow the SVC Student Complaint Policy.
If you are not able to resolve your issue that way, the next step is to contact the
Washington Student Achievement Council (WSAC). The Washington Student Achievement
Council has authority to investigate student complaints against specific schools.
WSAC may not be able to investigate every student complaint. Visit the student complaint process page on the WSAC website for information regarding the WSAC complaint process.
