Setting SVC’s Strategic Vision

Skagit Valley College is led by the President, Dr. Thomas A. Keegan and is governed by a five-member Board of Trustees. Appointed by the Governor, each Board member serves a five-year term and must reside within the college’s district boundaries. The Board’s duties include setting the college’s strategic direction, establishing policy for the college, awarding tenure, and approving the operating budget.

Board of Trustee Member, Lindsay FikerLindsay Fiker, Chair, Mount Vernon

App. 2011, Reapp. Oct 2015, Profile: BA and M Ed Elementary Education, Washington State University; Retired Career Center Specialist and Work-Based Learning Coordinator for Burlington-Edison High School. Prior experience includes five years as a fifth grade teacher in Selah, WA and 15 years in a sales and marketing career with Procter & Gamble. Currently serves on both the Burlington-Edison Education & Alumni Foundation and Skagit County WSU Alumni Association.

Flora Perez-Lucatero, SVC TrusteeFlora Perez-Lucatero, Vice Chair, Mount Vernon

App. 2017, Profile: BA American Cultural Studies, Western Washington University; Founder and Executive Director of Children of the Valley After School Program. Prior experience includes Program Director of the College Assistance Program at Central Washington University. She has served as President of the West View Elementary Parent Teacher Association, Board member with the META Performing Arts Board, and Vice-President of the Mount Vernon-Conway Youth Baseball Board.

Current: Member, Boys and Girls Club of Skagit County Board of Directors; Member (Past President 2009-10), Rotary Club of Anacortes; Member, Association of Leadership Professionals; Former: Member (Past President 2007-09), Samuel G. Brooks Guild, Children’s Hospital of Seattle; Board Member (Past President 2012-13), Skagit Valley College Foundation.

Board of Trustee Member, Megan Scott-OBryanMegan Scott O’Bryan, Mount Vernon

App. 2015, Profile: BA Psychology, Western Washington University; AAUCT, Skagit Valley College; Real Estate Broker, Windermere Real Estate. For the past five years, served on the SVC Foundation Board of Governors, most recently as the Foundation’s Secretary. Served as President of the Downtown Mount Vernon Business Association, President of the Pacific Northwest Booksellers Association, and was a member of the Skagit Tulip Festival Board of Directors.

App. 2012,  Profile: B.A. Political Science and Economics, Pacific Lutheran University, 1976; Juris Doctor, Willamette University, 1979. Admitted to practice law by the Washington Supreme Court, 1979 and the U.S. Supreme Court, 1983. Managing member of the Law Offices of Christon C. Skinner, P.S., a law firm with offices in Oak Harbor and Friday Harbor, Washington. Actively engaged in the practice of law in Oak Harbor since 1979. Oak Harbor Rotary Club, president 1992-1993; Oak Harbor Area Council of the Navy League, president 1988-1990.
