Consumer and Disclosure Information

The Higher Education Opportunity Act of 2008 (HEOA) requires that postsecondary institutions participating in federal student aid programs make certain disclosures to students. The following information is disclosed to you as a student at Skagit Valley College (SVC) in compliance with federal law. For additional information, including requesting a paper copy of any materials, please call the appropriate office or visit the indicated websites.

Academic Programs and Accreditations

Information concerning SVC’s current educational programs and course descriptions includes information about instructional, laboratory, and other physical facilities that relate to the academic programs, as well as faculty and other instructional personnel.

We invite you to view the SVC General Education Learning Values & Outcomes and program level learning outcomes.

Details about accreditation and related initiatives are regularly updated and published on the main website.

SVC’s policies and procedures related to operational governance are available in SVC’s Operational Policy and Procedure Manual under section 2000.

Alcohol and Other Drug Policy

The Policy on Controlled Substances outlines the College’s current standards, and the Annual Security Report (Clery Report) provides information about alcohol and other drug health risks, drug alcohol laws and penalties, and campus alcohol and other drug education and counseling resources. Additional information specifically addressing student conduct related to alcohol and other drugs can be found in the SVC Code of Student Conduct.

Campus Security Policies, Crime Statistics and Crime Log

Information regarding public safety at SVC is provided in the Annual Security Report. To obtain a paper copy of the Security Report or the crime log, contact SVC’s Mount Vernon Campus’s Security Office at 360-416-7777 or Whidbey Island Campus’s Security Office at 360-679-5383.

Emergency action plan information, emergency notification information, and suspended operations information is available on the Emergency Preparedness webpage.

SVC’s policies and procedures regarding sex offender notification are available in SVC’s Operation Policy and Procedure Manual section 5000 – Student Services subsection 5720. The Skagit County Sheriff’s notification list is available online.

Computer Use

Policies and procedures for appropriate and acceptable use of technology, including sanctions, are available in SVC’s Operation Policy and Procedure Manual section 8000 – Information Resources and Technology. This policy also covers copyright.

Cost of Attendance

You can view the latest estimates concerning the cost of attending SVC in our FAQ section of the financial aid website. These costs include tuition and fees, books and supplies, living expenses, transportation, and any additional costs for a program in which the student is enrolled or expresses an interest.

Students may use the Net Price calculator to estimate their cost of attendance. The estimates provided by this calculator apply to full-time, first-time degree/certificate-seeking undergraduate students only. These estimates do not represent a final determination, or actual award, of financial assistance or a final net price; they are only estimates based on price of attendance and financial aid provided to students in a previous year. Financial Aid

SVC’s Financial Aid website includes information about need-based and non-need-based federal, state, local, private, and institutional financial assistance programs available to students; eligibility requirements and procedures for applying for aid; criteria for selecting recipients and determining amount of award; methods and frequency of disbursements of aid; financial aid terms and conditions, including terms applicable to employment provided as part of a financial aid package; rights and responsibilities of students receiving Title IV, HEA loans; the availability of financial aid for study abroad programs; how financial aid is handled when students withdraw; and whom to contact for questions regarding financial aid.

Graduation and Retention Rates (Student Right-to-Know Act)

Graduation data of degree-seeking, full-time undergraduate students and retention rate information for SVC students is available at the IPEDS Data Center. Additional information is available using the National Center for Education Statistics College Navigator website.

Intercollegiate Athletic Program Participation Rates and Financial Support Data (Equity in Athletics Disclosure Act)

In compliance with the Equity in Athletics Disclosure Act, information on men’s and women’s athletic programs at SVC is available on the athletics webpage. Equity in Athletics Data is available for review in SVC’s Public Disclosure Documents. A paper copy of the report may be obtained by contacting the SVC Athletic Department at 360-416-7765.

Placement of Graduates

The Higher Education Act Gainful Employment information by area of study is available on the SVC Financial Aid website.

Privacy of Student Records (Family Educational Rights and Privacy Act)

The Family Educational Rights and Privacy Act (FERPA) is a federal law that gives students the right to review their education records, to request amendment of their records, to consent to disclosures of personally identifiable information, and to file complaints with the U.S. Department of Education. Additional information is available regarding student rights under FERPA in the Admission area of the SVC site.

Refund Policy and Requirements for Withdrawal

If a student withdraws or drops a course, SVC will adhere to its official College refund policy which is available in SVC’s Student Services Operational Policy and Procedure Manual under section 5000 subsection 5345.

Services for Students with Disabilities

The Disability Access Services (DAS) office provides support services for students with disabilities to ensure equal access in the educational environment.

Textbook Information/Required Course Materials

Required textbooks and course material information is found on the SVC Bookstore page. The site can be used to purchase or compare textbook prices.

Title IV Student Complaint Process

The Higher Education Act (HEA) prohibits an institution of higher education from engaging in a “substantial misrepresentation of the nature of its educational program, its financial charges, or the employability of its graduates.” 20 U.S.C. §1094(c)(3)(A). Further, each state must have “a process to review and appropriately act on complaints concerning the institution including enforcing applicable state laws.”  34 C.F.R. § 600.9.

The Washington State Board for Community and Technical Colleges (SBCTC) maintains a process to investigate complaints of this nature brought by community and technical college students in the state of Washington. Vaccination Policies

SVC offers programs that may have vaccination requirements, depending on each program of study. Please refer to the program requirements for information. SVC does not have a requirement of vaccination for all students.

Veteran’s Outreach & Active Duty Military

 Voter Registration

Information on voting in local, state, and federal elections, including registration procedures are found on the Washington Secretary of State website

Workplace Drug and Alcohol Prevention Program

Annually SVC provides employees with a copy of the Workplace Drug and Alcohol Abuse Prevention Program Employee Notice that states that the unlawful manufacture, distribution, dispensing, possession or use of controlled substances is prohibited in the workplace. Information regarding our Drug Free Workplace Policy is available in SVC’s Operational and Policy Procedure Manual section 3000 – Human Resources subsection 3010.
